Determines IF the proposal will sell, for how much and to which publisher.
Explains that I will start building a platform on the day they commit to buying my book.
Reassures them that when Oprah sends the limo, I'll get in it.
Tells them precisely what I expect them to do to help me make this book successful. After all, they earn more money from it than I do!

Is it ever advisable to WAIT to pitch the proposal while you wait to buff up your platform?

Waiting is NOT advised if your subject matter is on Page One of the news right now. Think "OJ Trial" or "Erin Brockovich" kind of in the news. If it's in the news, then publishing your book now might make economic sense for a publisher.
Waiting IS advised if you are really going to stop dreaming and get out there and work – hard – for 3-12 months to build a growing, interesting platform.
Waiting is NOT advised if your book is about a new or forthcoming trend, invention or product.
Waiting is NOT advised if you want to sell to a scientific or academic publisher, because they don't really care about platforms.
Waiting is advised if you have the slightest chance of being a "bigger fish" in 12 months.

What is the “Botswana Method”?

It means something weird about how I should literally mail my proposal to Botswana and then wait for it to come back or something…?
It's a hopefully-memorable admonishment to give my proposal two weeks' rest after I finish it before I turn it in, so that it can be more perfectly edited.
It's some kind of racist thing about the literacy levels of Botswanian postal clerks that I found offensive.
